GTCoP - Community of Practice Training for Gender Equality

This guide is provides recommendations on the development of realistic action plans on women, peace and security. The guide is designed as a resource for governments, United Nations and regional organisations as well as non-governmental organisations. It aims to support planning processes on women, peace and security and place the issue of violence against women at the centre of national and institutional agendas. 

This guide provides an overview of local representative arrangements and electoral systems in Asia and the Pacific. An easy-to-use tool, it aims to assist country offices/teams and government partners as programmes are shaped to make local decision-making processes more inclusive and accountable to all citizens. The Guide was produced by UNDP’s Regional Initiative on Local Democracy in Asia to address the need for more knowledge on the state of local representative systems in Asia-Pacific, and to explore what is necessary to improve them and ensure more inclusive involvement in decisions affecting peoples’ lives. It  gives an overview of the institutional arrangements at the local level in 22 countries and contains a systematic accumulation of evidence and offers practical examples from across the region to illustrate its themes.

This Guide to Increasing Women’s Political Participation, focuses on programmes in the areas of citizen participation, elections, political parties and governance. It presents the case for increasing women’s participation and provides information on best practices and strategies to move that goal forward. The handbook also offers case studies, check lists and additional reading for each of the areas highlighted, as well as a general list of factors or tactics to consider when designing a programme.

This handbook is designed for use as a learning tool by those who are challenging themselves to play a more significant political role in their communities. Women’s participation is a critical step towards reshaping economic, political, and social conditions to allow for equality in opportunities and results for both women and men. This publication was developed to empower women to become democratic and participatory leaders. Leading to Action is available in English, Arabic, French, and Persian.

This guidebook identifies targeted interventions for promoting the stronger presence and influence of women in political parties as well as advancing gender equality issues in party policies and platforms. The lessons learned and common strategies presented in this guide are drawn mainly, but not exclusively, from 20 case studies commissioned by UNDP and conducted by NDI during 2009-2010. The entry points identified are designed to provide ideas for action for political parties, development assistance providers, party foundations, and CSOs in their work to support parties. 

This handbook provides a quick reference guide to assist headquaters- and field- based actors from the United Nations, Governments and civil society working to promote greater participation of women in electoral procceses in post-conflict countries. Several key components of elections and the electoral process that can enhance or detract from women's participation are elaborated in detail. 

This paper and toolkit seeks to understand the impact women’s political networks have globally in supporting women overcome the universal cultural and structural barriers they face in engaging in a political career. With best practices from national, regional and international networks, this paper explores the role and modus operandi networks have adopted in supporting women running for national office in congressional or parliamentary elections, enhancing their effectiveness and shaping their leadership once in office. Through desk research of existing literature, interviews with women engaged in national politics and experts in this field, this paper also seeks to raise questions on the role of technology, the media and the correlation between women’s participation in networks and their substantive representation.

This Constitution Assessment for Women’s Equality helps users analyse a constitution or draft constitution from the perspective of the substantive equality of women. Using a series of questions, short explanations and example provisions from constitutions around the world, the Assessment guides readers through an examination of the most critical constitutional issues that affect women’s rights and gender equality. It is designed for gender-equality advocates as well as those who are engaging in the topic of women’s constitutional rights for the first time, whether as members of a constituent assembly, constitutional drafters, civil society members or concerned individuals. 

This handbook sets out practical examples of parliament's active engagement in the budgetary process. It seeks to advance parliament's own institutional capacity to make a positive impact on the budget, and to equip parliament, its members and parliamentary staff with the necessary tools to examine the budget from a gender perspective. It is hoped that the handbook can be used as a follow-up guide for participants of past and future seminars on the budgetary process.

This guidebook provides brief and simple references on gender mainstreaming in legislative processes. In particular, the guide focuses on two of the three principal functions of the House of Representative (DPR) in Indonesia, namely producing legislation and forming budgets. As legal drafters or bill discussion teams often do not have experts on gender, this simple yet complete reference guidebook aims to assist them in implementing the perspective and strategies of gender mainstreaming in drafting bills.
