Advanced course on Gender Responsive Budgeting

This course has two principle aims: the first one is to enhance the analytical and practical skills of Gender Responsive Budgeting (GRB) practitioners, translating theory into practice by building capacity in the application of GRB analysis and enhancing understanding of the gender dimension in each step in the policy-budget cycle. The second aim of this course is to enhance the necessary skills to identify entry points to introduce GRB and to develop a sustainable strategy.
The course content is organized in 5 modules following the logic of the policymaking process:
- Module 1: Context analysis
- Module 2: Policy analysis
- Module 3: Budget analysis
- Module 4: Monitoring and Evaluation
- Module 5: GRB Strategies
The last module (Module 5) summarizes the main features to consider at the time of designing or implementing a GRB strategy. This module also examines Public Finance Management reforms and the budget process as entry points to introduce GRB.
The course is open to GRB practitioners and all who want to conduct GRB analysis (specially, sectoral analysis or gender analysis of expenditure) and/or to implement a GRB initiative using a practical strategy. The course will be of particular benefit to governmental policymakers and development practitioners, including United Nations staff who are supporting GRB initiatives, researchers, civil society and advocates who are working on gender mainstreaming in different spheres such as public policy, planning and budgeting or who are keen to enhance their knowledge of GRB sectoral analysis and strategies.

Este curso tiene dos objetivos principales: el primero es mejorar las aptitudes analíticas y prácticas de las y los profesionales que trabajan en el campo de la elaboración de presupuestos con perspectiva de género, pasando de la teoría a la práctica mediante el desarrollo de las capacidades de análisis presupuestario con perspectiva de género y la mejora de la comprensión de la dimensión de género en cada una de las etapas de las que consta el ciclo de formulación de políticas y presupuestos. El segundo objetivo de este curso es desarrollar las aptitudes necesarias para identificar los puntos de partida para introducir la elaboración de presupuestos con perspectiva de género y diseñar una estrategia sostenible.
El contenido del curso está organizado en cinco módulos, siguiendo la lógica del proceso de formulación de políticas.
- Módulo 1: Análisis del contexto
- Módulo 2: Análisis de políticas
- Módulo 3: Análisis presupuestario
- Módulo 4: Seguimiento y evaluación
- Módulo 5: Estrategias de elaboración de presupuestos con perspectiva de género
En el último módulo se resumen las principales características que es preciso tener en cuenta a la hora de diseñar o aplicar una estrategia de este tipo. En dicho módulo se examinan también las reformas de la gestión de las finanzas públicas y el proceso presupuestario como puntos de partida para introducir la elaboración de presupuestos con perspectiva de género.
El curso está abierto a profesionales de la elaboración de presupuestos con perspectiva de género y a toda persona que desee llevar a cabo análisis presupuestarios con enfoque de género (sobre todo, análisis sectoriales o análisis del gasto desde el punto de vista del género) o ejecutar una iniciativa de elaboración de presupuestos con perspectiva de género utilizando una estrategia práctica. Resultará especialmente beneficios para las y los responsables de la formulación de políticas públicas, personas expertas en temas de desarrollo, incluido el personal de las Naciones Unidas que presta asistencia a las iniciativas de elaboración de presupuestos con perspectiva de género, personal investigador, la sociedad civil y quienes trabajan en el ámbito de la transversalización del género en diferentes esferas, como la política pública, la planificación y la elaboración de presupuestos, o aquellas personas que deseen mejorar su conocimiento de los análisis y estrategias sectoriales de elaboración de presupuestos con perspectiva de género.
