La Especialización y el Curso Internacional en Políticas Públicas y Justicia de Género están diseñados para ofrecer un espacio integral de formación teórico y práctico donde se analicen las situaciones de desigualdad estructural y específicas de género a partir de las disposiciones contenidas en el ordenamiento internacional de los derechos humanos de las mujeres y de estudiar su abordaje desde las políticas públicas.

Se propone específicamente:

•Realizar una formación de alto nivel dirigida a desarrollar capacidades para la formulación, gestión y evaluación de políticas públicas orientadas a la erradicación de las desigualdades e inequidades de género.

•Aportar elementos conceptuales y herramientas teóricas que permitan la identificación de inequidades y desigualdades de género y su abordaje en los instrumentos y convenciones referidas a derechos de las mujeres.

•Promover e introducir en la práctica enfoques integrales que permitan comprender la complejidad de las situaciones de vulnerabilidad de derechos de las mujeres que reconozcan su diversidad.

•Formar y capacitar para el diseño, seguimiento y evaluación de políticas públicas dirigidas a garantizar los derechos humanos de las mujeres y las niñas con énfasis en la valoración de los resultados.

•Analizar las convenciones, acuerdos y resoluciones internacionales que reconocen y resguardan derechos de las mujeres y las niñas y su debida observancia y cumplimiento por los Estados.

 This is a course on social norms, the rules that glue societies together. It teaches how to diagnose social norms, and how to distinguish them from other social constructs, like customs or conventions. These distinctions are crucial for effective policy interventions aimed to create new, beneficial norms or eliminate harmful ones. The course teaches how to measure social norms and the expectations that support them, and how to decide whether they cause specific behaviors. We also look at a variety of tools policy makers may use to effect change, highlight the role of trendsetters in social change, and the conditions under which they can be successful. The course is a joint Penn-UNICEF project, and it includes many examples of norms that sustain behaviors like child marriage, gender violence and sanitation practices.

This is Part 1 of the Social Norms, Social Change series.  In these lectures, I introduce all the basic concepts and definitions, such as social expectations and conditional preferences, that help us distinguish between different types of social practices like customs, descriptive norms and social norms. Expectations and preferences can be measured, and these lectures explain how to measure them. Measurement is crucial to understand the nature of the practice you are facing, but also whether an intervention was or was not successful, and why.  In Part 2, we will examine social change, the tools we may use to enact change, and put into practice all we have learned in Part 1. 

All students who successfully complete the course requirements will earn a Statement of Accomplishment free of cost.

The course is based on Volume 1 of the jointly developed Vi teaching material on trade and gender, titled "Unfolding the links." The course targets academics (from universities and research centres), policymakers and representatives of civil society in developing countries and countries with economies in transition involved in research, teaching, policy formulation and implementation, advocacy or field work in the area of trade and gender. How is the GDHA Diploma structured?

•10 courses covering all critical aspects of this field

•To get a diploma, complete the full 10 courses (with a minimum attendance of 80%) - this takes around six months, depending on courses and your own pace of learning
