I looked at the webinar at DEVCO's website, audiovisual quality of the webinar is terrible. The UN WOMEN training on gender responsive budgeting (GRP) is charged with 60 USD. Isn't there any free of charge but still good quality online training or source of information on GRP?

You are correct that most GRB trainings are not free. If one arises, we will add it to the database. In addition to the UN Women Training Centre's online course, there is an upcoming HREA course on gender responsive budgeting (https://trainingcentre.unwomen.org/mod/data/index.php?d=44&rid=6429) - both of which entail a fee.
I cannot comment on DEVCO's webinar as it is not related with the UN Women Training Centre.
