This toolkit provides a framework for discussion among members of parliament, decision-makers in the parliamentary administration and parliamentary staff. It enables them to self-assess their strengths and weaknesses, in order to determine priorities for strengthening the institution through greater gender-sensitivity. The discussion evoked by such self-assessment should lead to a shared vision of the priorities for parliamentary development and then to recommendations for action.
